Bids for the construction of 2022 CDBG WATER TANK REHABILITATION 1139-22-167-PF-01 will be received at D'Lo Town Hall located at 2158 Highway 149, D'Lo, Mississippi 39062. until July 25. 2023 at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read. Electronic Bids will not be accepted for this project.

The Project includes the following Work:

Project Description:

Interior and exterior painting of a S0k gallon elevated tank, containment shroud, disinfection and sampling, tank logo, construction of a hot box for the drain line, and site restoration. Interior and exterior painting of a 30k gallon elevated tank, disinfection and sampling, replacement of the drain valve, installation of a hot box, and site restoration.

The website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda. if any, obtained from sources other than the designated website.

Printed copies of the Bidding Documents may be obtained by paying a non-refundable deposit for each set.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m.

The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located, as well as the Mississippi Employment Protection Act (Senate Bill 2988 of the 2008 Regular Session of the Mississippi Legislature) and will register and participate in the status verification system of all newly hired employees.

The successful bidder must comply with the Build America, Buy America Act enacted as part of the Infrastructure Investment and Jobs Act (IIJA) Pub L. 117-58. Additional details on fulfilling the BABA requirements can be found at https://www.hud.gov/programoffices/generalcounsel/BABA.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident Bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors.
