Bids for the construction of 2022 CDBG Wastewater System Improvements will be received by the
TOWN OF CARY, MS located at PO BOX 69, CARY, MS 39054, or electronically at
www.engserviceplans.com until July 28, 2023 at__10:00 a.m., local time. At that time the Bids received
will be publicly opened and read. The Project includes the following Work:
Replacement of various components of the existing wastewater treatment facility
Information and Bidding Documents for the Project can be found at the following website:
www.engserviceplans.com. Bidding Documents may be viewed, purchased, and submitted
electronically via the designated website. The website will be updated periodically with addenda, lists of
registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All
official notifications, addenda, and other Bidding Documents will be offered only through the designated
website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if
any, obtained from sources other than the designated website.
Printed copies of the Bidding Documents may be obtained by paying a non-refundable deposit for each
set. The Issuing Office for the Bidding Documents is: Engineering Service 115 Aero Smith Drive
Richland, MS 39218. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through
Friday between the hours of 8:00 a.m. to 5:00 p.m. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors
and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment,
material and/or supply needs. The Town of Cary is an Equal Opportunity Employer, and hereby notifies all bidders will be afforded the
full opportunity to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, religion, sex, national origin, age, disability, sexual preference, marital or veteran
status, or any other legally protected status in consideration for an award.
The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and
mechanics shall be paid at rates not less than those determined by the Department of Labor to be
prevailing for the locality in which the project is located, as well as the Mississippi Employment Protection
Act (Senate Bill 2988 of the 2008 Regular Session of the Mississippi Legislature) and will register and
participate in the status verification system of all newly hired employees. The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible
opportunities for contracting, subcontracting, training and employment arising in connection with this
CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.
