Bids for the construction of Industrial Park Wastewater Pump Station Rehabilitation will be received at City Hall of the City of Winona located at 409 Summit Street, Winona, MS 38967, (or electronically at www.engserviceplans.com) until September 16, 2025 at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read aloud.

The Project includes the following Work:

Removing and replacing an above-ground self-priming wastewater pumping station and rehabilitating the existing wet-well.

Information and Bidding Documents for the Project can be found at the following website: www.engserviceplans.com.

Bidding Documents may be viewed, purchased, and submitted electronically via the designated website. The website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Printed copies of the Bidding Documents may be obtained by paying a non-refundable deposit for each set.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. to 5:00 p.m. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project is being funded in part by an Appalachian Regional Commission grant and is subject to the rules and regulations thereof.

Minority and woman owned business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, materials and/or supply needs.

The successful bidder must comply with the Build America, Buy America Act enacted as part of the Infrastructure Investment and Jobs Act (IIJA) Pub. L. 117-58.

The Owner reserves the right to reject any or all bids or to waive any informality in the best interest of the Owner.
