On sheet 3.6, the CMP to be replaced shall be 14 gage corrugated metal pipe. Please include this additional requirement along with all requirements of the stormwater culvert specification.

On sheet 3.0 and 6.0, the duplex grinder station shall have a portable generator plug included in the bid price for the line item “Duplex Grinder Pump Station”.

For the rehab of the non-clog submersible pump station (pump station No. 1), the access cover for the pump station shall be replaced. This will be an absorbed item.

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the 2019 CDBG Sanitary Sewer Improvements will be received by the Town of D’Lo, Mississippi, at D’Lo Town Hall located at 2158 Highway 149, D’Lo, Mississippi 39062 until 10 a.m. local time on November 13, 2020, at which time the Bids received will be opened and read aloud.

The Project consists of removing and replacing approximately 2,000 feet of 6” clay pipe with 8” pvc pipe, installing approximately 6 manholes and an estimated 1,400 feet of new gravity pipe, and installing approximately 400 feet of force main. The project also includes a new duplex grinder pump station, a rehabilitation of a non-clog submersible pump station, and erecting a platform above flood elevations to house controls and a generator.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

Bidding Documents are being made available via original paper or digital copy through Plan House Printing. Persons interested in obtaining plans and specifications are required to register for an account at www.engserviceplans.com where they may order Bid Documents upon receipt of a Non-Refundable Payment, by cash or certified check in the amount of $100.00 for each set.

This project is covered by HUD Section 3 requirements as set forth in 24 CFR 135 of the federal regulations. In order to comply with these requirements, Section 3 Business Concerns are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities to Section 3 Business Concerns. Preference may be given to a certified Section 3 Business located near the project area as noted in the Section 3 Clause of these specifications.

The Town of D’Lo hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this notice, disadvantaged, and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Town furthers its support of Fair Housing and Equal Opportunity for all individuals.

Bidders must be qualified under Mississippi State Law and show a Certificate of Responsibility issued by the Mississippi State Board of Public Contractors.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The Town of D’Lo reserves the right to waive any formalities or to reject any or all bids received.
